Summary

The Secretary of the Navy must send the congressional defense committees, at least 90 days before awarding a contract or giving funds to dismantle and dispose of a nuclear-powered aircraft carrier, a report that shows the Navy’s approved budget and schedule for the work and explains how radioactive materials will be handled. If the Navy plans to have another government agency act as the regulator, the report must include that agency’s written agreement to do so and the legal basis for its authority. When the President’s budget goes to Congress, the Navy must also include, for each carrier being or planned to be dismantled during the future-years defense program, a short summary of activities and major developments; if needed, a detailed account of cost and schedule versus the approved baseline and why there are differences; and the amounts requested or expected for each fiscal year covered by the program, plus any years before or after. future-years defense program — the multi-year defense budget plan required by section 221 of this title.
