The Commandant must pick a Coast Guard officer who is above the rank of captain to be the Director of Congressional Affairs. That Director is separate from the Governmental and Public Affairs director and is the Commandant’s main advisor on all congressional and legislative matters for the Coast Guard, and may have other duties the Commandant gives.
