If a Reserve officer is on active status, they can be considered for promotion under this part. If a board under section 3752(a) looked at the officer and decided not to keep them on active status, that officer cannot be considered for promotion. The Commandant may allow an officer to ask not to be considered by a selection board under section 3740(b). The Commandant must approve that request only if the reason is to finish a broadening assignment, advanced schooling, another important assignment, a delayed career step, or a qualifying personal or professional matter as the Commandant decides; the Commandant finds the exclusion is in the Coast Guard’s best interest; and the officer has not previously failed selection for the grade in question.
