Title 15 › Chapter 59— RETAIL POLICIES FOR NATURAL GAS UTILITIES › § 3206
The Secretary must study gas utility rate design and report to Congress within 18 months after November 9, 1978. The Secretary must work with the Commission and allow state regulators, gas utilities, and gas customers to comment. The study must look at nine rate-related factors (like pricing methods, taxes, seasonal and interruptible service) and how they affect six things such as load factors, rates for customer classes, consumer costs, demand, end-use patterns, and competition from other fuels. Using that study, the Secretary must make proposals to improve rate design and encourage conservation, include the Commission’s comments, and send the proposals and any legislative suggestions to each House of Congress within 6 months after the study. The proposals must estimate expected energy savings, likely changes in gas costs for consumers, and effects on other parts of the Act. The public must be allowed to take part in the study and proposal work.
