Title 15 › Chapter 67— ARCTIC RESEARCH AND POLICY › § 4109
The Office of Science and Technology Policy must review all agency and department budget requests for Arctic work sent under section 4107(a)(5). It must make sure those requests follow the national Arctic research policy and the 5-year program in sections 4107(a)(2) and 4108. The Office must also work closely with the Interagency Committee and the Commission to guide its review. The Office of Management and Budget must treat all Federal Arctic research requests as one combined, multiagency package and check it before the President’s annual budget is sent to ensure it follows the Plan. After the President’s budget is sent, the Commission will review it and report to Congress on whether it follows the Plan. OMB must also help plan for icebreakers by putting funds for icebreaking operations with the Coast Guard, except for recurring incremental costs tied to specific projects.
