§4109 Coordination and Review of Budget Requests; Office of Science and Technology Policy; Office of Management and Budget

Summary

The Office of Science and Technology Policy must review all agency and department budget requests about the Arctic that are sent under section 4107(a)(5). It must do this in line with the national Arctic research policy and the 5-year program under section 4107(a)(2) and section 4108. It must work closely with the Interagency Committee and the Commission while doing this. The Office of Management and Budget must treat all federal Arctic research requests as one combined, multiagency request and review it before the President’s annual budget is sent to check it follows the Plan. After the President’s budget is submitted, the Commission must review it and report to Congress about compliance with the Plan. OMB must also place funds needed for icebreaking operations with the Coast Guard, except for recurring extra costs tied to specific projects, to help plan and run icebreakers for Arctic research.
