Title 15 › Chapter 15D— ALASKA NATURAL GAS PIPELINE › § 720k
The Secretary of Labor must give grants to the Alaska Workforce Investment Board to recruit and train adults and people who lost jobs in Alaska, including Alaska Natives, in the skills needed to build and operate an Alaska gas pipeline. The grants can also fund designing and building a pipeline training center in Fairbanks. The training must follow the goals in Alaska’s unified or combined state workforce plan (under sections 3112 or 3113 of title 29). Grants are allowed only if the Governor of Alaska requests them and certifies in writing that pipeline construction is reasonably expected to begin within 2 years of that certification, and the Secretary of Energy agrees in writing after reviewing permits, project financing, and other relevant factors. Congress has authorized $20,000,000 for this program, and no more than 15 percent of the money may be used for the Fairbanks facility.
