Title 15 › Chapter 100— CYBER SECURITY RESEARCH AND DEVELOPMENT › § 7410
Grants and fellowships under this chapter cannot be given to people who break the rules of their F, M, or J nonimmigrant status (8 U.S.C. 1101(a)(15)(F), (M), (J)). They also cannot be given to people from countries listed as state sponsors of terrorism (8 U.S.C. 1735(b)), unless the Secretary of State, after consulting the Attorney General and other agencies, finds they are not a safety or national security risk. Colleges, universities, or nonprofit organizations (or groups of them) cannot get grants or fellowships if they failed required recordkeeping or reporting for F, M, or J students or exchange visitors (see 8 U.S.C. 1372 and 1762), or if they were suspended or terminated under 8 U.S.C. 1762(c).
