The Under Secretary may set up ways to reach out to the weather community to do two things: check the weather forecasts and forecast products NOAA provides, and find the community’s highest priority forecast needs. When doing this outreach, the Under Secretary must contact leading experts and innovators from relevant groups, including state and local emergency managers, state agriculture agencies, Indian tribes and Native Hawaiians, private aerospace and earth‑observing companies, operational forecasters, universities, meteorology professional societies, and any other groups the Under Secretary thinks are appropriate.
