Title 16 › Chapter 28— WILD AND SCENIC RIVERS › § 1282
The Secretary of the Interior must encourage and help States add plans for State and local wild, scenic, and recreational river areas when they write statewide outdoor recreation plans and apply for funding under chapter 2003 of title 54. The Secretary of the Interior, the Secretary of Agriculture, or the head of any other federal agency must help, advise, and work with States, local governments, landowners, private groups, or individuals to plan, protect, and manage rivers. Help can be given by written agreements or other ways and can include limited money or support to buy, protect, or manage river land. The Secretaries are encouraged to use authorities like section 102301 of title 54 and the Volunteers in the Forest Act of 1972 (16 U.S.C. 558a–558d) and section 6 of chapter 2003 of title 54. Federal facilities, tools, equipment, and technical help may be used for volunteers as allowed by the agency. A permit or other federal approval cannot be made dependent on having one of these agreements.
