Create a Youth Conservation Corps in the Interior and Agriculture Departments. It hires permanent U.S. residents (including territories and Puerto Rico) who are at least 15 but under 19 to work on U.S. lands and waters. They can hire without following civil service rules. The program is open to all backgrounds, pays for work, and limits service to 90 days a year.
