The Secretary may create and run conservation centers for the Public Lands Corps and for conservation projects. The Secretary can provide needed services, buildings, equipment, and supplies, and must set and enforce basic rules for health, nutrition, sanitation, and safety. The Secretary may hire state, local, or private groups to manage centers. The Secretary may work with the Defense Department for help (tents, transportation, residential supervision) and to identify military or National Guard sites, in consultation with State National Guard leaders. The Secretary may also offer technical support, oversight, evaluations, and transportation for participants who live at home.
