The Secretary of the Interior may exchange federally owned land in sections 1, 12, and 13 of township 148 north, range 100 west, and in sections 6, 7, and 18 of township 148 north, range 99 west to get non‑Federal land inside the park set by section 241a. Stockmen keep a permanent right to use the old trail along the Little Missouri River to move livestock to and from the railroad. If the Secretary finds some of those federal lands are not needed for trading, he can give control of them to other federal agencies without payment. If no federal agency takes them, they can be transferred to the State of North Dakota without payment to the United States.
