Defines key words for the chapter and says the rule that a project must be at an existing dam must not be read to exclude certain things. small hydroelectric power project — a hydroelectric project at an existing dam that uses that dam’s water power and has no more than 30,000 kilowatts of installed capacity. electric cooperative — a cooperative eligible for loans under 7 U.S.C. 904. industrial development agency — an agency allowed to issue obligations whose interest is tax-exempt under 26 U.S.C. 103. project costs — money to build or buy the project’s facilities and land. nonprofit organization — an entity under 26 U.S.C. 501(c)(3) or 501(c)(4) and tax-exempt under 501(a), limited by 513(a). existing dam — a dam completed on or before July 22, 2005, that needs no new enlargement of impoundment structures (aside from repairs) to add a small hydro project. municipality and person — have the meanings given in 16 U.S.C. 796.
