Defines key words used in this chapter. Agreement means the Tripartite Agreement signed in March 1988 by the Mexican, Canadian, and U.S. wildlife conservation directors. Appropriate Committees means the U.S. Senate Committee on Environment and Public Works and the House Committee on Resources. Flyway means the four administrative units used by the U.S. Fish and Wildlife Service and the states to manage waterfowl. Migratory Bird Conservation Commission means the commission established by section 715a of this title. Migratory birds means all wild North American birds that are free (not confined) and protected under the Migratory Bird Treaty Act, including ducks, geese, and swans, plus species listed under the Endangered Species Act and species called nongame under the Fish and Wildlife Conservation Act of 1980. Plan means the North American Waterfowl Management Plan signed in May 1986 by Canada and the U.S., by Mexico in 1994, and on later dates. Secretary means the Secretary of the Interior. State means the state agency that handles fish and wildlife. Wetlands conservation project covers three things: getting property interests in wetlands (including water rights) for long-term conservation; restoring, managing, or improving wetlands on land already set aside for long-term conservation; and, for projects in Mexico, providing technical training, needed infrastructure, and studies on sustainable wetland use.
