The Secretary must run the White Mountains National Recreation Area so people can enjoy outdoor activities and so its scenic, scientific, historic, fish and wildlife values are protected. Management must provide for public recreation, conserve those values, and allow use or development of natural resources only when it promotes or does not significantly harm recreation and conservation. The Secretary may use federal conservation and resource laws he finds appropriate. The lands, except for valid existing rights, are withdrawn from Alaska State selection and from new mining claims, entries, and patents under U.S. mining laws. Under reasonable rules, the Secretary may allow removal of nonleasable minerals as described in section 387 of title 43, and may allow removal of leasable minerals under the mineral leasing laws, if he finds no significant adverse effect on managing the area. Money from mineral leases is handled as those leasing laws require; money from nonleasable mineral sales is handled like proceeds from public land sales.
