Creates the Bowen Gulch Protection Area in the Arapaho National Forest, Colorado, covering about 11,600 acres shown as “Area A” on the map “Bowen Gulch Additions to Never Summer Wilderness Proposal” (January 1993). It will be managed under this law and normal national forest rules. Except for valid existing rights, the land is closed to new claims, mining, and mineral and geothermal leases. No developed campgrounds or new roads or trails after August 13, 1993. Timber cutting is allowed only as wilderness rules permit for fire, insects, disease, and public safety. Motorized use is limited to routes that existed on July 1, 1991, and only when there is adequate snow cover; at other times mechanized non‑motorized travel is allowed. When the Arapaho plan is revised, the Forest Service must prepare a management plan after public comment.
