The Secretary of Agriculture must work with state land‑grant colleges or other state agencies to help farmers start, renew, protect, and manage woodlots, shelterbelts, windbreaks, and other forest growth. Help can be advice, demonstrations, and assistance with harvesting, using, and selling the products. Other than for preliminary investigations, federal spending in any year cannot exceed what the State or partner spends that year. Up to $500,000 may be appropriated each year from the Treasury for this work.
