The Treasury Secretary must pay Minnesota, at the end of each fiscal year and from national-forest receipts not otherwise used, an amount equal to three-quarters of 1 percent of the fair appraised value of the national-forest lands in the area described in section 577d. Those payments are split among the three counties in proportion to each county’s appraised value. The first payment is due after the close of the first full fiscal year following June 22, 1948. The Agriculture Secretary will determine the fair appraised values every ten years, and that decision is final. Section 500 of this title does not apply to these lands.
