Title 16 › Chapter 3B— SOIL CONSERVATION › § 590l
When the Secretary decides that using the powers in this part will help meet the goal in clause (5) of section 590g(a) or will help keep a steady supply of farm products at prices fair to both producers and consumers, the Secretary must use part of the money set aside for this chapter to expand domestic and foreign markets, look for new markets, or remove or dispose of surpluses. The Secretary may make advance payments to farmers to help them buy insurance from the Federal Crop Insurance Corporation. The Secretary must send each advance directly to that Corporation to pay the insurance premium. Advances are only for farmers who are in, or agree to join, the program under section 590h. The Secretary sets the terms of the advances unless the law says otherwise. The Secretary may transfer estimated funds to the Corporation before farmers apply or ask for advances, and any unused money must be returned to the Secretary.
