The Secretary of the Interior may study, build, operate, and maintain water conservation and use projects in the Great Plains and other dry parts of the United States. The purpose is to steady water supplies, help farmers get back on the land, and support permanent farm families. The United States keeps ownership of dams, reservoirs, irrigation, and other project works unless Congress decides otherwise. Money provided directly under section 590z–10(1) cannot pay more than $2,000,000 for dams and reservoirs in any one project when those costs are for irrigation (as defined in section 590z–2(b)). Money from that same authority for flood control, after the Secretary talks with the Chief of Engineers, cannot exceed $500,000 on any one project.
