The President may, if the Secretaries of Agriculture and Commerce recommend it and the state legislatures agree, set aside parts of national forests (land and water not mainly for farming) as fish and game sanctuaries for breeding game birds, animals, and fish. Those areas stay part of the national forests, and the Secretary of Agriculture may allow other legal uses that do not conflict with the sanctuary purposes.
