The Secretaries of Agriculture and Commerce must carry out the law’s rules for fish and game sanctuaries and refuges. Together they can make any needed rules to run those areas and to manage hunting or removal of predatory animals (like wolves, coyotes, foxes, pumas, and other species that harm livestock, wildlife, or crops) as long as those rules do not conflict with state laws. The states’ current control over these areas cannot be changed unless the state’s legislature agrees.
