The Secretary of the Interior may run the Junior Duck Stamp Conservation and Design Program to give schoolchildren lessons about conserving and managing migratory birds and to help schools, States, and other education programs carry out conservation education. The Program must include the activities that were running in interested States on the day before October 6, 1994, plus other activities allowed by law and any actions needed to meet its education and conservation goals. The Secretary must try to have the Program in every State and must send Congress a yearly report on the Program’s status in each State.
