Title 16 › Chapter 9— FISH AND WILDLIFE SERVICE › § 742a
Congress says the Nation’s fish, shellfish, and wildlife are important to the economy, food supply, and to people’s health and recreation. These resources can keep renewing themselves with proper care, but can be destroyed if neglected or poorly used. They provide outdoor recreation and many jobs, and the fishing industries help defense by training seafarers and keeping vessels ready. Proper development can increase these benefits. Congress also says the fishing industry can only do well if three basic needs are met in ways that serve the public and fit the government’s powers. The needs are: freedom to start and grow businesses; protection for domestic production, processing, and legal high-seas fishing; and assistance like other industries get. That assistance covers three kinds of help: market and information services, research for technology and conservation, and resource management to assure maximum sustainable production. The Act must be run while respecting everyone’s right to fish for pleasure and to boost recreational use and a strong fishery and processing industry.
