Makes it a crime in places under U.S. federal jurisdiction for anyone who, with intent to torture (as defined in section 2340), cuts or damages facial parts, tongue, eye, or limbs, or throws scalding water, corrosive acid, or caustic substances at a person, punishable by fine, imprisonment up to twenty years, or both.
