Illegal sale or disposal of citizenship papers, a declaration to become a citizen, or copies can lead to a fine or prison. Prison can be up to 25 years if it aided international terrorism (defined in section 2331), 20 years if it aided drug trafficking (defined in 929(a)), 10 years for a first or second offense not tied to those crimes, or 15 years otherwise.
