Helping or giving material support to a foreign terrorist group's program to develop nuclear weapons or other weapons of mass destruction, or trying or planning to do so, is a federal crime punishable by up to 20 years in prison. The United States can charge people for this even if the act happens outside the country. Making, having, trying to make or have, or threatening or using a radiological weapon against people in the U.S., U.S. citizens abroad, or U.S. property anywhere can lead to imprisonment for any number of years or for life. "nuclear weapons program" — a plan to develop, acquire, or produce nuclear weapons. "weapons of mass destruction program" — a plan to develop, acquire, or produce WMDs. "foreign terrorist power" — a designated terrorist group or a state sponsor of terrorism. "nuclear weapon" — a weapon that contains or uses nuclear material.
