Within 120 days after the WTO Agreement takes effect for the United States, the Secretary of Commerce must post in the Federal Register a list showing which products go into each stage named in Article 2(8) of the Agreement on Textiles and Clothing. Once posted, the list can only be changed if a new law or an international obligation requires it, to fix technical mistakes, or because items are reclassified. Within 30 days after posting, the U.S. Trade Representative must notify the Textiles Monitoring Body created under Article 8 of that Agreement.
