After August 2, 2005, the President can officially announce actions under this chapter, and other U.S. officials can make regulations. Any presidential announcement that is not subject to the consultation and layover rules in section 4014 cannot become effective until the 15th day after its text is published in the Federal Register. That 15-day wait can be skipped if waiting would stop the action from taking effect on the date the Agreement enters into force. Initial rules needed to carry out actions required or allowed under this chapter, or proposed in the statement under section 4011(a)(2), must, as much as possible, be issued within 1 year after the Agreement enters into force. If an action becomes effective after the Agreement enters into force, its initial rules must, as much as possible, be issued within 1 year after that action’s effective date.
