Allows the Center to hire the people it needs and run its operations. No employee except the Executive Director may be paid more than the top GS–15 rate under 5 U.S.C. 5332. The Center may hire temporary experts under 5 U.S.C. 3109 but cannot pay them more than the GS–18 rate under 5 U.S.C. 5332. It can make its own rules, accept gifts or bequests and use or sell them for Center purposes, take unpaid volunteers and reimburse travel and per diem under 5 U.S.C. 5703, and spend money for official receptions and training meals. With two-thirds of the Board agreeing, it can enter contracts or grants without bonds and without following 41 U.S.C. 6101. It may also get federal grants, charge fees to people not listed in section 1104(b), invest funds as allowed by section 1105(b), and make other necessary expenditures.
