A revolving fund in the Treasury is set up to pay for two Library of Congress programs: the FEDLINK program and the Federal Research program. A separate account must be kept for each program. The Librarian can charge fees for services and must put those fees into the right account. Participants must pay in advance if the Librarian finds the fund does not have enough money, or if they agree to pay up front. Each account includes fees, any other money the Librarian gets for the program, amounts transferred in under law, and any money Congress appropriates. Even if another law would say not to, the Librarian must transfer any obligated, unspent balances and an amount equal to the program’s assets minus its liabilities into the appropriate account. Money in the accounts can be used by the Librarian as specified in appropriations Acts and without fiscal year limitation to run each program. FEDLINK: the Librarian buys commercial information services, publications, and library support, and provides related accounting, training, and help for participating federal libraries, information centers, other federal entities, tribal governments, and the District of Columbia. Federal Research: the Librarian provides research reports, translations, and analytical studies for federal entities and the District of Columbia (not the Congressional Research Service).
