Other rules in this part do not apply to employees whose pay is set and changed under certain pay systems. That includes employees paid under chapter 51 and subchapter III of chapter 53 of title 5 (the General Schedule and classification pay), under subchapter IV of chapter 53 of title 5 (prevailing rate systems), at hourly or per diem rates under section 3 of the Legislative Pay Act of 1929 (46 Stat. 38; 55 Stat. 615) for certain Architect of the Capitol workers, and at prevailing rates under sections 2042–2047 of this title or section 208 of the First Supplemental Civil Functions Appropriation Act, 1941 (54 Stat. 1056; Public No. 812, Seventy-sixth Congress) for duties tied to the House Restaurant.
