Congress says the federal government must help make college fair for low-income and African American students. It recognizes that historically Black colleges and universities (HBCUs) have played a key role in U.S. history and have a strong record of helping African American students build academic, job, and life skills. Many HBCU buildings need repair and upgrades. Because they are often small, have small endowments, and face other financial limits, they usually can’t get bank loans or bonds to pay for construction. Even though they have lasted and succeeded for a long time, they still lack access to regular financing. Federal help with low-cost capital would let HBCUs keep and grow their work.
