Eligible colleges or schools must send an application to the Secretary when, how, and with the information the Secretary needs to decide if they should get help. The Secretary can approve an application only if the application meets the rules in subsection (b), the school is eligible under the correct part of the program, and the school’s performance goals are strong enough to meet the program’s purposes and the Government Performance and Results Act of 1993 targets. The Secretary may make a short preliminary application for schools applying under part A. In the application, a school must describe a plan to improve academics and management (except schools applying under parts C, D, or E), show how federal funds will supplement and not replace other funds, explain how it will judge success, and show its financial controls. The school must agree to reporting and record rules, follow limits in section 1068e (with a specific exception for section 1059c and paragraphs (2) and (3) of 1068e), and give a full description of any proposed project, including components, timelines, priorities, a detailed budget, and details for any item over $25,000. The Secretary must publish the program policies in the Federal Register, use recent data on students getting need-based aid when checking eligibility under section 1058 (updating the base year after each grant cycle), and may offer technical help to applicants.
