Title 20 › Chapter 28— HIGHER EDUCATION RESOURCES AND STUDENT ASSISTANCE › Subchapter III— INSTITUTIONAL AID › Part F— Strengthening Historically Black Colleges and Universities and Other Minority-Serving Institutions › § 1067q
Makes $255,000,000 available each year starting in fiscal year 2020 to help certain minority-serving colleges and universities. The money stays available for the next year if not spent. Eligible schools include part B institutions, Hispanic-serving institutions, Tribal Colleges and Universities, Alaska Native- or Native Hawaiian-serving institutions, Predominantly Black institutions, Asian American and Native American Pacific Islander-serving institutions, and Native American-serving nontribal institutions. The money is split each year as follows: $100,000,000 for Hispanic-serving schools to boost Hispanic and low-income students in STEM and to build better transfer paths from 2-year to 4-year schools; $100,000,000 where 85% goes as grants to part B institutions for capacity-building and career preparation in STEM, languages, international studies, nursing and similar fields, and 15% funds a competitive program that gives 25 grants of $600,000 each year to Predominantly Black institutions for STEM, health, internationalization, teacher training, or improving outcomes for African American males; and $55,000,000 split as $30,000,000 for Tribal Colleges, $15,000,000 for Alaska Native- or Native Hawaiian-serving schools, $5,000,000 for Asian American and Native American Pacific Islander-serving schools, and $5,000,000 to Native American-serving nontribal schools for things like equipment, facility improvements, faculty development, curriculum work, libraries, and student support, with an effort to spread funds fairly. Defined terms (short): Asian American — as defined by the Office of Management and Budget; Asian American and Native American Pacific Islander-serving institution — an eligible school with at least 10% of undergraduates from those groups; enrollment of needy students — at least 50% of undergrads meet certain poverty, Pell grant, or first-generation low-income tests; low-income individual — as defined elsewhere in the law; means-tested Federal benefit program — a federal program that gives benefits based on income; Native American — someone from a tribe, people, or culture indigenous to the U.S.; Native American Pacific Islander — a descendant of the original people of U.S. Pacific islands; Native American-serving nontribal institution — a nontribal school with at least 10% Native American undergraduates; Predominantly Black institution — a school meeting specific size, enrollment (at least 40% Black and at least 1,000 undergraduates), needy-student, accreditation, and program rules described in the law.
