Defines key words used to pick which colleges can get help and what counts as needy students. "Educational and general expenditures" means the total money a college spends on teaching, research, student services, campus upkeep, scholarships and required transfers. An "eligible institution" is a college that meets several rules: it has the required enrollment of needy students; its average spending per full-time equivalent (FTE) undergraduate is low compared with similar schools (unless section 1103a(b) says otherwise); it awards bachelor's degrees in the State or is a junior/community college; it is accredited or making reasonable progress toward accreditation; it follows any other rules the Secretary sets; and it is located in a State. A branch campus counts if it by itself meets the needy-enrollment and low-spending tests. An "endowment fund" is a state, college, or tax-exempt foundation fund kept to produce income for the school and does not include real estate. "Full-time equivalent students" equals full-time students plus part-time credit hours divided by 12. A "Hispanic-serving institution" is an eligible school with at least 25 percent Hispanic undergraduate FTE at the end of the award year before applying. A "junior or community college" admits adults who can benefit, does not award bachelor's degrees, and offers at least a 2-year program that counts toward a bachelor's or a 2-year technical program. "Enrollment of needy students" means either at least 50 percent of degree students were getting need-based aid under subchapter IV (excluding loans with interest subsidy under section 1078) in the second fiscal year before the decision, or a substantial share of students got Federal Pell Grants in that same second fiscal year compared to all such institutions (unless the requirement is waived under section 1103a(a)).
