Title 20 › CHAPTER 28 — HIGHER EDUCATION RESOURCES AND STUDENT ASSISTANCE › SUBCHAPTER IV — STUDENT ASSISTANCE › Part A — Grants to Students in Attendance at Institutions of Higher Education › subpart 2 — federal early outreach and student services programs › § 1070a–23
To get a grant, an eligible group must send an application to the Secretary. The application must follow the Secretary’s rules and include basic information. At minimum it must say what activities the group will do and how it will run the program, explain how it will meet scholarship rules if it will give scholarships, and explain any request for a lower matching share. The group must promise to have enough staff to run the program and to not push out or cut hours, pay, or benefits of current school employees. If the group plans to use student cohorts, it must say how it will define and serve those students through grade 12, fill open spots, and serve students at different high schools. The application must show how the program will work with other federal, state, or local programs, describe actions that will help future student groups, and name the sources of the required matching funds. The Secretary may ask for other assurances as needed. The group must provide at least 50 percent of the program cost from state, local, school, or private money. That match can be cash or in-kind, counted over the whole grant, and the group must make real progress each year. The application must say how matching funds will be paid and show the grant will add to, not replace, existing program funds. The Secretary can lower the match for some groups if they show serious economic hardship or ask to match scholarship contributions two-to-one, and can approve reductions later if matching money disappears. Matching can include scholarship dollars, scholarship administration costs, waived or reduced tuition or room and board, documented long-term mentoring and counseling, and other nonfederal resources the Secretary accepts. The Secretary will use peer review panels to help decide awards.
