Summary

Names who counts for programs under this part: who low-income communities are, who high-risk children are, and what is meant by children with disabilities and early intervention services. Low-income communities — areas with a high share of children who qualify under section 6333(c) of this title. High-risk children — individuals under the age of 21 who are low-income, abused or at risk of abuse or neglect, have serious emotional/mental/behavioral problems, live in placements outside their homes, or are in the juvenile justice system. Infants, toddlers, children, and youth with disabilities — means the same as the terms defined in sections 1401 and 1432 of this title, and "early intervention services" has the meaning given in section 1432.

(a)For the purpose of this part, the term “low-income communities” means communities in which there is a high concentration of children eligible to be counted under section 6333(c) of this title.
(b)For the purposes of this part, the term “high-risk children” means individuals under the age of 21 who are low-income or at risk of abuse or neglect, have been abused or neglected, have serious emotional, mental, or behavioral disturbances, reside in placements outside their homes, or are involved in the juvenile justice system.
(c)For purposes of this part, the term “infants, toddlers, children, and youth with disabilities” means children with disabilities and infants and toddlers with disabilities as defined in section 1401 and 1432 of this title, respectively, and the term “early intervention services” has the meaning given the term in section 1432 of this title.
