The Secretary can award grants to colleges, public or nonprofit libraries, or partnerships of those groups. The money is for creating new electronic ways to collect, organize, preserve, and share information from other countries to support teaching and research in international studies and foreign languages. Grants may pay for things like buying or saving foreign print or digital materials, creating full-text delivery and shared-access systems, indexing and cataloging, handling non-Roman scripts, getting classroom materials for less commonly taught languages, supporting collaborative tech projects and links with overseas institutions, and other related activities the Secretary approves. Applicants must apply as the Secretary requires and provide requested information. Federal funds can cover no more than 66⅔ percent of project costs; the rest can be cash or in-kind, including private contributions.
