The Secretary of Education must help States by giving technical assistance, directly or through grants or contracts, on educating children with disabilities and on carrying out this law. The Secretary must also run short-term training programs and protect the privacy of any personally identifiable data and records under section 1232g. The Secretary may not require a State, local school district, or school to use specific teaching content, academic standards, tests, curriculum, or instructional programs. The Secretary can hire up to 20 special staff to do this work without following some usual federal hiring and pay rules. By the time final regulations are published to implement the 2004 IDEA changes, the Secretary must widely publish model forms for an IEP, an IFSP, the procedural safeguards notice (section 1415(d)), and the prior written notice (section 1415(b)(3) and (c)(1)).
