Provides $10,000,000 for fiscal year 1978 for the programs in this subchapter, and says section 1226a does not apply to that money. From those funds, the Secretary of Education must set aside up to $2,000,000 to carry out section 2505. From what is left, the Secretary must hold back up to 1% to share among the Virgin Islands, Guam, American Samoa, and the Trust Territory of the Pacific Islands based on their need. After those reserves, each State gets $100,000, and the remaining funds are split among the States in line with their populations to carry out section 2501. "State" here includes the several States, the District of Columbia, and Puerto Rico. The federal government will not pay more than 80% of the total planning costs.
