Provides specific funding levels for fiscal years 2017 through 2020 to support parts A through D and related evaluations. For part A the amounts are $15,012,317,605 (2017), $15,457,459,042 (2018), $15,897,371,442 (2019), and $16,182,344,591 (2020). Parts B, C, and D get $378,000,000; $374,751,000; and $47,614,000 each year, respectively. Evaluation work under section 7981 gets $710,000 each year. Congress states that if a new law changes the discretionary spending limits in section 901(c) of title 2, the authorized funding levels in this chapter should be adjusted to match the changes in nonsecurity funding.
