The Secretary must give States grants from the reserved funds so States can check and improve their test systems. A State getting its first grant must do a full State assessment audit, make sure local school districts audit their local tests, write a plan to improve tests, and set up subgrants for districts. A State that already got a grant must update and carry out its improvement plan and award subgrants. Each State that gets a grant must get at least $1,500,000 a year. If a State does not apply, the Secretary will give that money to other States using the allocation formula in section 6363(a)(4)(B). States must apply to the Secretary and describe their audit or plan and how they will give out subgrants. Within 1 year of a first grant, a State must do the State audit, require each funded district to do a local-audit and send results to the State, and make the results public. States must give districts help like guides and protocols. Audits must list the testing calendar, each test’s purpose and legal basis, and gather feedback from teachers, leaders, parents, and others about how test data are used, when results come out, whether results are easy to understand, available training and technology, time spent on testing, which tests are useful, and other relevant info. States must use those findings to make a plan to cut unnecessary tests, share best practices, and help districts streamline and review tests. Each State must set aside at least 20% of its grant for subgrants to districts based on need. District subgrants can pay for local audits, steps in the State plan, better test delivery and technology, instructional coaches, needed accommodations for students, and help for sharing results with families. Definitions: local assessment = a test picked and run by a school district separate from the statewide tests; State = the 50 States, the District of Columbia, and Puerto Rico.
