Defines several key terms used in the law. Adult correctional institution: a facility where people are held after a criminal conviction, including persons under 21 years of age. At‑risk: a school‑age child, youth, or student who faces one or more problems that threaten school success, for example being at least 1 year behind in grade level; substance abuse; pregnancy or parenting; gang involvement; past dropout or high absenteeism; being an English learner; or past contact with juvenile justice or child‑welfare systems or court actions for dependency or delinquency. Community day program: state‑run instruction at a community day school for neglected or delinquent youth. Institution for neglected or delinquent children and youth: a residential facility (not a foster home) for children placed because of abandonment, neglect, or a parent's death, or for children found delinquent or needing supervision.
