The Secretary must use the money made available under section 6821(c)(1)(C) of this title to award competitive grants, for no more than 5 years, to colleges or public or private groups that work with state or local education agencies. The grants must fund professional development that improves classroom teaching for English learners and helps school staff meet high professional standards, including certification or licensure for teachers in language instruction programs. Grants can be used for training before or during a teacher’s job (including for uncertified staff and paraprofessionals); creating curricula and teaching methods tuned to the consortium’s needs; building parent, family, and community involvement; developing and sharing effective teaching practices (including technology-based tools); helping pay tuition, fees, and books for courses needed for degrees or teacher certification when used with other federal need-based student aid; and supporting school readiness and the move from early childhood programs, such as Head Start or State-run preschool programs, into elementary school.
