Title 20 › CHAPTER 70 — STRENGTHENING AND IMPROVEMENT OF ELEMENTARY AND SECONDARY SCHOOLS › SUBCHAPTER IV — 21ST CENTURY SCHOOLS › Part F — National Activities › subpart 2 — community support for school success › § 7274
Provides federal grants to eligible local groups to build a linked set of services ("pipeline services") that help children in a specific neighborhood do better in school and life. To apply, a group must submit a plan that shows what neighborhood it will serve, how it will improve child outcomes using proven practices, measurable yearly goals tied to federal metrics, and a needs-and-assets study (showing size, how the study was done, current programs, steps already taken, and barriers). The application must also say which up-to-3-year-old data were used to pick services, how the group will track each child served and grow the share served, how families and community members helped write the plan, how services will link early learning, K–12 improvement, school-community partnerships, health and social supports, and transition-to-college or careers, and how the program will be checked and improved over time. Grants must pay for planning, putting services in place, and ongoing evaluation. The first year must spend at least 50 percent of funds, and the second year at least 25 percent, on planning activities. Partners must sign a preliminary agreement showing commitments. The program must give schools flexibility to run programs, and money for early childhood may not be used for reward-or-punishment assessments, a single-test-only evaluation, or evaluations not tied to improving instruction or the program. Grantees must send an annual report with how many children are served and metric results, make that information public and family-friendly when possible, and report data yearly to the Secretary, who will set the performance measures and may reserve up to 5 percent of funds for help and evaluation.
