Schools or school districts that want a grant must send an application to the Secretary when and how the Secretary asks and include the information the Secretary needs. The application must describe a full program for the Indian children the school serves, including their language and cultural needs. It must explain how the program will meet culturally related academic needs, fit with State, tribal, and local plans, use the same State academic standards and list program goals and outcomes, show how grant money will add to (not replace) other federal, State, and local funds, and say how funds will be used for the activities listed in section 7425. The application must describe needed teacher training, how the school will measure all Indian students’ progress (including those not in the program), share results with the local committee, the community, and the tribes (following the Family Educational Rights and Privacy Act of 1974, section 1232g), respond to earlier assessment findings, and explain how the school worked closely and continuously with nearby tribes in developing the program. The application must also include promises that the school will not supplant local funds, will send required reports to the Secretary, and that the program is based on a local study of students’ needs and uses community resources. The program must be made in open consultation with parents, teachers, tribes within 50 miles, Indian organizations, and when appropriate students. A committee made mostly of parents (plus tribal reps, teachers, and possibly students) must approve the program and follow bylaws. Schools must coordinate with other federal programs, do parent outreach, use funds only for allowed activities, and have policies (including hiring) to keep parents and community involved. At the school’s request, the Secretary will provide technical help for applying, improving programs and evaluations, and linking these activities with other school work.
