Local school districts that get these grants must spend the money on services and activities that carry out their plan for Indian students, meet students’ language and cultural needs, and add to the regular school program. The law lists 13 kinds of allowed activities, including Native language and cultural programs, early childhood and family programs, tutoring and enrichment tied to state standards, combined services with family involvement, career and apprenticeship prep, violence/suicide/substance-abuse prevention, family literacy, use of qualified tribal elders, dropout prevention, support for at-risk students in juvenile facilities, and buying needed equipment only if it is essential. A district may use the grant money for a schoolwide program only if the local committee set up under the grant approves it, the program fits the grant’s purpose, and the district explains how Indian students will get benefits that would not happen otherwise. No more than 5 percent of the grant may be used for administration. The funds cannot pay for long-distance travel for trainings that are available locally or regionally.
