Lists and explains the key words used in the chapter. Caregiver means someone, like a relative, neighbor, or family friend, who regularly cares for a child who is not their own, paid or unpaid. Child care provider means a paid, non-residential child care service (for example, center, family, or in‑home) that follows State law and local rules. Early learning means activities that help young children build thinking, language, motor, and social‑emotional skills and get ready to learn. Early learning program means either services that help parents and caregivers use early learning at home or programs that give early learning directly to young children. Indian tribe has the meaning in section 5304 of title 25. Local Council means a council set up under section 9413(a). Locality means a city, county, township, Indian tribe, Regional Corporation, Native Hawaiian entity, or similar local area. Parent means a biological, adoptive, stepparent, foster parent, legal guardian, or someone acting in place of a parent. Poverty line means the OMB poverty line, updated yearly under section 9902(2) of title 42. Regional Corporation means the entity listed in section 619(4)(B) of title 42. Secretary means the Secretary of Health and Human Services. State means the 50 States, the District of Columbia, and Puerto Rico. Training means early learning instruction that is required for certification, required for a State or national credential, part of a postsecondary early learning program the person is enrolled in, or provided or certified by a recognized early learning organization. Young child means a child from birth until the State’s age of required school attendance.
