Creates a National Center for Education Evaluation and Regional Assistance led by a Commissioner who must be highly qualified. The Commissioner must run evaluations required by law and share trustworthy education research and statistics widely with schools, colleges, educators (including early childhood), parents, policymakers, the media, nonprofits, and others. The Center focuses on reading, math, science, closing achievement gaps, teaching practices that boost learning, education technology, and topics covered by the Educational Resources Information Center (ERIC). The Center must make this information easy to use and searchable online, support regional education labs with applied research and technical help, run a National Library of Education and other digital resources, help produce a report every two years, and award a contract for a prekindergarten through grade 12 math and science teacher clearinghouse. The Commissioner must make sure the information is cost-effective, not duplicated, and up to date; clearly state the scientific evidence behind findings; explain proper and improper uses of the findings and evidence; and answer questions from schools and the public. Existing grants and contracts for ERIC clearinghouses and regional labs must continue until their current terms end. The National Library of Education must be led by a qualified librarian, collect and archive Institute and other useful education materials, provide reference services to Department staff and the public, and promote sharing among education information providers.
